Look at this response by a proper leader addressing Covid spread in a marginalized community without stigmatizing them.

It's a very good statement, but it doesn't go quite far enough. The only way to get the trust of the community and show that he's taking their safety and their concerns seriously is by using his powers to remove De Blasio. The community can't be expected to answer to him after his repulsive actions in April and beyond. Cuomo should take charge of controlling this outbreak personally after ensuring that the Jewish community never has to be threatened by this tin-pot dictator.
