Depends on if it's actually outdoors, if it's actually social-distanced, and if masks are required if not seated at table and eating.

Generally no, because it's not like people don't have the ability to respond to these regulations.  If even outdoor dining is banned, it's far more likely people will dine together indoors in the privacy of homes.

There needs to be a give and take based on common sense even with the most extreme situations.

Of course anything that minimizes safety risks while keeping people employed is also a good thing.

No, and frankly, this sort of thing is counterproductive to actually keeping the pandemic in check. The more stupid measures you take, the fewer people will adhere to the good measures.

^ Yes...?  I admittedly get most of my COVID opinions from conversations with my girlfriend (COVID nurse) and doctors that my dad (hospital system CFO) has meetings with ... but first of all, even just having tables that are six feet apart in a room with really high ceilings reduces dining reduces your exposure by like 20%.  Having ANY window open (or a "tent flap" that is constantly exchanging the air) is effectively outdoors. 

On the surface, it certainly does seem like you have a "pro-science" side taking COVID ~EXTRA SERIOUSLY~ and an "anti-science" side that ~DOESN'T CARE ABOUT SAVING LIVES~, but deeper conversation really does reveal that we have two extremist fringes right now that aren't interested in the science at all.
