Not a bright guy. And someone who needed to see things in terms of good vs evil - the identifying mark of dangerous scum that should be kept far away from power. And the silly (and purely personal) mutual hatred between him and LBJ did a lot of harm.
He did come out on the right side on a lot of issues, but that's not really enough to make him an FF.

Almost certainly on Hoover's part; he apparently suggested that Nixon make Kennedy's womanizing an issue in the campaign, if Kennedy won the nomination.
