I'm changing my vote to Nay, b/c I'm starting to not see any point to forming a commission.

As thus, with 1 vote in favor and 5 against, the amendment fails.

Just to make a point with this legislation - I really don't see how the Senate can make a resolution to hold a public referendum - shouldn't that go through other angles.

If so, I would prefer to see the legislation get the required cloture vote or be tabled.  Or get an amendment that leads to public referendum.

In short, we have other legislation that needs to get on the floor and I am curious to see whether we can do something with this quickly.

There aren't any amendments around... so why don't you kill it by straight yes/no vote already. You've done so once already.

This bill will obviously be back by the next Senate.

I understand what Sam has stated and I will be talking with the SoEA and with whoever else has any imput they would like to add on when to hold such a referendum and what the options should be for such a vote. After this is completed I would like to enact it via executive order as that would seem to be the best way to legally accomplish what has been proposed.

With 4 votes in favor, 2 against, 2 not voting, 1 seat absent and 1 seat present, the motion for cloture has failed.

I guess we'll now just have to wait for the executive order - or if someone wants to propose more amendments, feel free - if not, I will bring another cloture vote.

I would like to bring "motion to table".  2/3rds of the Senate voting in favor is needed to table the legislation (as that is I established tabling motions would be set)
