Worst: Andrews, not because he is terrible but because he is probably the least good (North Dakota is blessed to have so many good and decent Senators)

I think you are supposed to consider their entire tenure in full. Breaks in service, in this context, are irrelevant.

I think you are supposed to consider their entire tenure in full. Breaks in service, in this context, are irrelevant.

I saw no real breaks, and I have done two parters before (such as Dan Coats, Goldwater, HHH, etc.), but only if there's a long enough break and both sides are intended terms, and not placeholders)

Yes, his tenure was continuous. He just moved from one seat to another in December 1992.
