That is why I specified "as a person" , as I i didn't specify that ,it would be assumed that we were judging him from a political perspective  .

So is the question that of who is better or who is worse?


That being said, Napoleon didn't execute/imprison his political opponents, unlike Robespierre, the Directory, Austria, the British, and Russia.

He allowed even his inner circle to strongly and bluntly criticize him, something no other European monarch did(that I know of) either before or since, and he greatly helped farmers, teachers, soldiers, and small business owners/workers, such as orchard owners. He didn't allow for legal corruption or corrupt clergy.
