...and the whites have minus one vote (being ruled out on both counts), ie their vote is counted for the other party.

Well, it is just an old constitution, which say things in a way we aren't used now.

Naturally, it is largerly dead due to federal law/Supreme Court decisions, but I don't think it was ever repealed, Max.

Also, while the law was dead already due to Loving v. Virginia rule, Alabama did not repeal anti-miscegenation provisions until some very recently. Btw, North Carolina repealed castration laws recently as well.

I think either Mississippi or Alabama not too long ago rejected a referendum to eliminate the requirement for segregated schools on the grounds that it would somehow raise taxes or something like that.
