The cases already considered have been overturned by the Court on the grounds that our regulations as presently practised are allowing for individualized determinations on the voters, which is unconstitutional. It has been strongly suggested by the Court that the guidelines under which we operate be re-written.

I will not be re-writing such guidelines; there is legislation pending in the Senate to abolish this body, and I have already given too much effort for an organisation whose underlying purposes I question to try to rebuild it, especially as the few proponents the HAEV still has generally only wanted the case-by-case review that the Court has rejected.
