When was Cecil Underwood a runner up (I'm assuming we're talking about presidential politics here, but I may be wrong)? I know he was governor of West Virginia in the 1950s and then again in the 1990s, but I'm not aware of him having ran a presidential campaign.

I wouldn't consider a favorite-son candidate running in just one state as "runner up" in modern sense.
