No.  It wouldn't make any sense.  If he wants to be governor again, he would just wait until 2024 when Justice is term limited out and run for the open seat instead of a 90%+ unwinnable race for another term in the Senate.
I doubt Manchin runs in 2024. He would be over 80 at the end of his term.
