I like the Hugh map.  Possibly put New Jersey in D2, and possibly Minnesota in D5 instead of Iowa/Missouri.

Whatever count is used, I think the tallies of those who voted in the last election somehow needs to be part of the equation.  Hugh's map ignores this, and his suggested districts vary from 13-20 votes in the election.  I have been trying to devise a map that would be constitutional using both sets of numbers: 22-26 registered voters, and 15-19 votes last election.  However, I can't seem to come up with one.

Then I would say make it constitutional in respect to the number of voters who voted in the last election since we know that they are active and that they voted. Some of the people on the registered voters list are inactive or have left Atlasia.

Hmm...could it be that you like it since it appears to be an attempt by the left to take darn near the only Senate seats not held by them away from the AFRNC and the UAC? Surely not...

As Ernest pointed out, that one isn't constitutional anyways.  I think NY and PA will have to be split up.

So far Ernest is the only Governor to partake in this discussion.  I hope the other 4 Governors realize that it is their constitutional duty to handle redistricting.

District 1 (ME, NH, VT, NY, NJ): 24
District 2 (DC, DE, MD, PA, RI, MA, CT): 24 (23 without W04)
District 3 (VA, WV, KY, OH, IN, IL, MI, WI, MN): 26

It's constitutional, at least-but i'd prefer the upper midwest to be united.

I'd just like to point out, with my move this'd remain the same. At this point in time, I do believe it's the best one, but obviously thats for Governors to decide.

(BTW, do all 5 governors have to agree or just three of the five?)

I had -have- not been doing any numbers. I like the map because it looked like a relatively elegant solution of the "NY/PA problem". I dislike the thought of splitting MN from IA, but I don't see how that can be evaded really. The West has to pick up some state (unless we get a few new western voters), MN, IA or TX. Someone want to propose a map with Texas in the West?

It's two-thirds of the Governors, so assuming we have all 5 Governors particpating, a plan would need at least 2 ayes and at most 1 nay, with everyone else abstaining.  The constitution doesn't specify a necessary Quorom so I'm not certain whether we could proceed with less than 5 governors, but I certainly wouldn't approve any plan that hadn't been discussed by at least 3 governors.

Alright, another Governor is here. I think we should split NY and PA, I don't want to see anything crazy, there should be a level of continuity. I'll look at the number and make my own decision shortly...

I don't think I'll support any redistricting that has Virginia in District 2. While I haven't checked the consititutionality of this, I'd prefer if the Hugh map included NJ with PA.

Governor Seige40, one thing I would like set before we start discussing plans is exactly what we will be using as the census data.  I have no strong preference as to what is used, but I see no point in debating plans if the numbers could change while we debate.

I think the voters in the election provides a good "census" of active population.  I would suggest using that, plus new registrants that were ineligible to vote, plus Niles.
