Between Trump being the sitting President and his inflammatory rhetoric, were there voters who blamed him for the George Floyd riots?

Of Course!

Exit polls indicate that the majority of voters think the following:

-The criminal justice system in the US does not treat blacks fairly;
-Racism is a serious problem in the US;
-Recent incidents of police officers injuring and/or killing blacks are signs of broader problems instead of isolated incidents.

Absolutely. I don't even think it had to come down to people sympathizing with or demonizing the protest movement as a whole. Really just "last summer I was doing fine, and now all my favorite restaurants are closed, I'm stuck at home, and the news is all about riots and disease."

People who blamed the thing on Trump were likely much more angry about George Floyd’s killing than the riots.

No this is pure democratic hackery. The riots absolutely helped Trump and especially downballot republicans

Yes, and his failure/inability to mobilize against the criminal element was one of the obvious key factors in his loss.

Yes. Sadly, there were more people who blamed Biden for them.

That explains why Trump won.

If the riots didn’t happen Trump would have lost by more. Ds also literally couldn’t flip the MinnesotaSenate, hmm I wonder why

There's good evidence that they helped Trump on net, but it's equally clear that voters who blamed him for the riots did exist.
