I mean, for the love of God. "Neoconservative" refers to a movement of former Democrats to the Republican ranks from the 60's through to the 80's, seeing their original party as one of doves. In regards to domestic policy, Polks pursued policies that would resemble that of a white, Southern classic liberal, while on foreign policy he was a successful expansionist. As well, "Neoconservative" tends to mean Republicans, possibly of Jewish decent, that while they maintain a hawkish foreign policy, are moderate on economic and social policy, tolerating the welfare state and abortion. Thus, Polk wouldn't even be an 1840's equivalent to a Neo-con.
