Who would have been a better president?  Perhaps that's a better phrasing.

Garfield was a radical Republican IIRC, so definitely him.

That's also why I picked Garfield.  Based on the entire lives of these two, I'm guessing that Garfield would have been a better president had each of them lived at least 1-2 years while in office.  I have always been fond of the 20th POTUS, one reason being that he shared a name with a fictional orange cat.

Here is an interesting fact:  All of the first 6 Republican presidents had beards.  Except Arthur, but he still certainly had facial hair.  Yet another reason why I've always liked them.
