Really depends on how you define cruel.  W Bush I don't think would be called cruel by most to make his acquaintance, as he is a warm, friendly guy.  You might argue that his decisions were so thoughtlessly wicked in their consequences that he was a cruel person, but IDK if that's how most people would use the word.

Andrew Jackson takes the cake out of these options for me.

Jackson, obviously. W made terrible decisions with fatal consequences, but wouldn’t rate him as “cruel”. Only as “poor and incapable president”. Nixon suffered from paranoia and had flaws, but also had some achievements. LBJ had flaws, too, but was a fairly good and successful president.

I'd say Nixon, but it's true that Jackson is a good contender.

LBJ was a huge asshole but doesn't strike me as cruel. Dubya seems like he might be a decent guy to be around (not that this excuses anything).

If anything, cruelty is rewarded by success in that office. While kindness just gets a good stonewalling.

Jackson, followed by LBJ.

Nixon wasn't very cruel, just calculating.  And Bush wasn't very cruel either, just a little too trigger happy in his foreign policy.
