Well, he WAS an evil dictator, I'll give him that, but at least he was a secular dictator, and before America invaded (the first time in the 90s) the quality of living was not that bad.

Ranking is a relative thing. If there were much worse dictators, you can´t give him the lowest score.

And you can´t vote differently according to your position in that society (4 if sunni, 3 if not, 5 if you are Saddam himself...). There must be a veil of ignorance for the ranking to make any sense.
