No, of course not.  That horrendous grey district isn't even legally contiguous for crying out loud (looks like it relies on water contiguity around the Gulf Coast).  Metro Jackson being split between 3 CD's is a clear COI problem.

If your objective is to be a partisan hack and create a 2-2 Mississippi map, this one is much better.
