Idaho did have term limits until 2002 when the legislature repealed them, the first state ever to do so.  Kempthorne has chosen not to run again though, "because the term limits were in place when he was elected."  Actually its because if he ran he's face a tough primary battle from Congressman Butch Otter and Lt. Governor Jim Risch.
