A well-placed scream can amp up a good rock number. The occasional scream of "Yeah", especially towards the end of The Who's "Won't Get Fooled Again" definitely added to the impact. But if Roger Daltry just screamed lyrics for the whole song those screams would lose their impact. That's the way I hear the screaming vocals in the linked song - they lose impact because the scream is always there, not just to accent phrases.

I agree with this. Screams should be motivated within the context of the song. Otherwise, it's just background noise.
