We cant all be Oxford scholars.
You don't need a scholarship to Oxford to be able to articulate the names geographical locations correctly.
It looks like we have an illiterate here who doesn't understand how the genitive works in English.
The accidental deletion of that word was not as a result of a lack of factual knowledge, which the OP undoubtedly displays.
And we don't have a "Capital" vs "Capitol" scenario here either.
