Authoritarian states may often be called on to perform duties that are either legitimate or at least in a gray area. "Surveillance" by an "authoritarian state" is bad; but should it not be used to catch murderers? What if there is a terrorism problem?

And moreover, if Western companies collectively stop selling to these countries, they will still have ready sellers in China and Russia. China has in fact pretty much supplanted other sellers like those based in France. Why should we accept authoritarian states using technology that only our adversaries can easily access?
