Not for swimming or surfing, but New England's coastline is beautiful.  For a good BEACH beach, I would imagine nothing up in the Northeast except in late summer because that's when the water's at its warmest.  There's also a lot of stuff in the ocean up here - and of course Jaws, Jaws II, Jaws III, etc. - Flagler Beach in Northern Florida looked very lovely but I only walked alongside it.
