Nixon-Ford-Carter, by far.  I'd throw Johnson in there.

11/22/63 to 1/20/81 was one of the worst periods in US history.

Although these things have two effects-

1) What happened during their period in office- They both had a mixture of failure and corruption.
2) What happened afterwards because of what they did during - H/C/H is much worse than N-F-C. At least you did well after Carter, right?
