Probably a mix of things. Because of the virus, the Biden campaign itself probably hasn’t completely ramped up the way they want to. They’re now spending pretty significantly in terms of outreach.
A lot of our research shows it’s not so much an anti-Biden or anti-Democrat or pro-Trump thing. It really is what we’ve seen in a lot of different communities: A need to do pro-Biden education work. We’re getting ready to do about $1.25 million just with non-Cubans in south Florida to help with that.
The fact that we're talking about Trump cutting the expected Dem presidential margin among FL Latinos in half over 4 years itself should not give people heartburn in the long-term (even if it does for this election), because it does show that they can be won back, assuming Biden's margin really is half of what was previously expected, or close to when the votes are actually counted.
However, why is it during election time, we are constantly hearing that some statewide or presidential Democrat is under-investing in these communities, and only begins to ramp up after a lot of criticism, and even then, pretty close to election time? I mean, for gods sakes, These voters are supposed to be a critical part of the Dem coalition in the long term. There shouldn't ever be a situation where a journalist can write that [Republican] is outspending [Democrat], except if it's some absurdly high investment that the Democrat just decided not to match because of the cost. The stupidity is just baffling. It's like the same flawed strategy keeps getting re-played over and over again. Republicans, ironically, clearly see the benefit in engaging and investing in these communities, and they benefited nicely from it over the past 4 years.
I think if Biden is winning by 9 - 10 points in the end, he'll probably win Florida anyway (less convinced if national margin is more like 7), but if a campaign is committed to investing tens of millions of dollars in the state, then stories like this shouldn't be happening.
