The US spends more than the rest of the world on K-12. Spending is not going to fix the sociological rot that holds back our students. The exception is the university system, which is underfunded in many states.

(Strongly) Agree, and it's a critical issue. At the least, all public universities should offer free tuition to those who are accepted (provided they attended high school in this country).
