I'm going to say Rubio, contingent on him being willing to change his residency, probably to DC.  Trump isn't likely to change his residency on account of his running mate. 

If not him, then Burgum.

Rubio would make the most sense if he’s not gonna choose a woman. Trump’s probably too wary of the Tim Scott gay thing to choose him.

As someone who thinks like a politician, Burgum would be a horrible choice. The man is boring as paint drying. He's not aggressive. He wouldn't fare well in a debate with Kamala, who if nothing else is an aggressive debater. Such a terrible choice if he ends up being the one. He's like Pence but even less politically interesting. A tame, loyal lapdog who adds nothing politically.

I really don't know. Leaning Tim Scott.Trump wants someone who is a complete suck-up and who'd never upstage him or take the attention away from him. Also, his advisors will be pushing him towards picking a POC or a woman. Scott seems to tick most of the boxes.

I have a gut feeling it will be either Stefanik or JD Vance. Trump wants a VP who will violate the constitution to keep him in power if need be, that means someone with tact and strength and no respect for our institutions. Stefanik has shown great tact and loyalty to Trump, but I'm not sure if she would be willing to, you know, end American democracy for him. I think Vance might be willing to do so.

Someone who will be loyal to Trump over the country. So probably Scott or Vance. Trump will try not to make the same mistake he did with Pence when he tries to stay in office after 2028. I can see both Scott and Vance doing Trump's bidding. Not sure about Burgum or any of the rest.

The reason Trump (who is not just any politician) might choose Burgum is that he is the blandest man on the face of the Earth from the blandest state in the nation, and thus there is no way he will ever upstage the flamboyant narcissist from NYC. If Trump could get away with no VP at all, I bet he would, but this is the next-best thing. Burgum is also clearly a sycophant with no backbone or brain of his own, meaning he will never pull a Pence and “betray” Trump, which also helps in his mind.

Stefanik or Burgum. Trump will want somebody that isn't too pro-life. Stefanik has advocated for a national ban but could walk it back more convincingly as a young woman and Burgum has opposed a national ban, although he did sign a strict ban as Governor of ND. Scott and Vance would get skewered on abortion. Especially Vance with his scary trad Catholicism persona. Scott at least has a happy warrior vibe.

I don't really know if Trump is going to prioritize loyalty and authoritarianism. He only needs to win to unravel the federal cases against him. I don't think he'll go for a third term where an anti-democracy VP would be necessary.
