Yes.  Since we are not ready to deploy the system yet (IRL, Rumsfeld is deploying it even though it isn't ready), the cost is less than one might think.  Its just R&D.

I'm waiting for the report by the Secretary before I comment further on this.

I'll write a brief report on Tueday.  I have two midterms tommorrow.

I wonder if this technology is really feasable, but I don't see any harm in trying....

Its a restoration of R&D funding, we admit the system isn't ready.
