It was the middle of the Farm Crisis and there was a horrible drought in 1988 across much of the Corn Belt. The combination of that and Iowa's caucus probably contributed to him doing so well there.

A good portion of western IL went to Dukakis, which had previously been reliably republican. Dukakis also did better than usual in the eastern parts of NE, SD, and ND. Dukakis didn't really do that well in KS but did quite well across most of eastern OK. For example, Coal County OK has swung 68 points in favor of republicans since the 1988 election.
