MA doesn't compare since it is an orignal colony and before the current two parties existed. There was certainly a tradition in the pre-civil-war era to maintain parity by bringing states in two at a time. It's also true that AK and HI made a pair in 1959 and one was heavily D and the other R. Perhaps if there was a Republican-leaning entry to pair with PR it would meet any political objections.

Hold a referendum with two options:
1.Independence as a sovereign nation
2.Become part of the Union as the 51st state

Option 2 would win 80-20, but it should still be done.

You have to understand Opebo.  He doesn't even like democracy that much, so denying someone voting ability isn't a scar on his conscience or anything.  If it was up to him, he would have only Wyoming decide, or better yet, no state decide and he could choose himself.  I doubt he'd disagree with this statement.
