This report summarizes the results of the statewide random sample telephone survey of
adult Montanans who were likely to vote in this year’s election. The poll was conducted October

Fun lesson in polling.

There are two types of error that can be brought into a poll.  There's statistical error, which is what the "margin of error" measures.  Consider that your "best case" margin of error.

The second type of error is methodological, and that's precisely why these University polls are often seen as garbage here. For a poll to be a valid measure, it needs to have carefully constructed questions, a good screen for likely voters, be performed by a party disinterested in the results to minimize bias, and have a solid, accurate demographic model to mold the numbers to.  If we're talking about college students, any number of things could have gone wrong with the poll in the methodological column.  This stuff can't be measured by the margin of error, and isn't included in it.
