I've wondered that myself - does it reenact the Foreign Aid Reduction Act?
It reenacts the Foreign Aid Reduction Act, with the amount of problems economically on the homefront why (other than the fact there are many Europeans in the senate) should be sending money elsewhere?

     I've always opposed foreign aid on the grounds that the method through which it is administered is shamelessly political. We could do more with less money if we just donated it to charities working in whatever area we want to get aid to.

We are proposing to slash foreign aid to the poorest of the poor?  Doesn't that bother one's conscience?  Plus the amount spent on foreign aid is de minimus in any event.

Not true, I want to return us to the levels we comfortable operated at for a few years, the senate recently passed a large spike in aide

I would prefer reviewing where the aid went, and slashing where appropriate. How much is going to Egypt these days?  In short I want to know the consequences of the cuts, and I would prefer dictating where such cuts should be made, if any. And maybe funds should be moved around. Maybe our DoEA can give us a list of the amount of foreign aid going to each country. Hashemite? Or is it identical to that which the other place has budgeted?

I do remember reading somewhere that if a bill to repeal a bill that repeals another bill passes, then the other bill is not actually repealed.

This isn't false. A lot of the foreign aid the west pays is actually just subsidies to western companies.

The point would be to have more aid actually reach where it's needed. There are concepts that try to ensure that, but not all work and none will ever be viewed with much favor by a real life bureaucracy.
