That's a tough one.  All of Washington, Roosevelt, and Churchill are great.  I eventually went with Roosevelt, but Churchill would be a close second.

William Gladstone, for the UK; FDR for the US and Malcolm Fraser for Australia (great man, even if he is a little conservative on some topics). For the rest of the world...to be honest, I don't actually know many; probably Olof Palme.

I voted FDR of the choices.
