Ok, so instead of ya know, enforcing existing laws like loitering, tresspassing, indecent exposure, illegal immigration, etc the city council passes a law forcing businesses of a certain size to set up shelters and provide seating, tables, toilets and water.  Asinine.

Really, the only question here is how are the bleeding hearts going to defend it?

If it is to be set aside for day laborers employed by the stores, then fine.  If not, this is pretty stupid.

Isn't this the kind of things parks are for?  A place to relax and use the restroom and just kick back a bit?  Why can't the city work with businesses in developing spaces like this on excess land currently owned by the stores?  You know... government for and by the people, and not riding the people, whip in hand?

The LA city council is not worth defending. The ban on fast food in south central comes to mind for example.

Yikes!  Is LA trying NOT to encourage new businesses to move there?  I think Home Depot and Lowes should "shrink" their stores to fall just under 99,999 sqft just to give the City Council the finger.
