Communism can only succeed if you have leaders that are intelligent and noble to guide the ship.  Unfortunately, it's always the insane and sinister who rise to power in these states.

I'd have preferred the Congress, but the Maoists can't be too bad.
How the hell can't the Maoists be too bad?

If they plan to implement Maoesque changes in Nepal, they're in for a world of trouble.

but you can not deny that communism works at the nation-state level in some casesm or else it wouldn't be considered a threat.

It's considered a threat because those powerful enough to peddle it are largely thugs with armed groups under their command. Notice how no one considers any American communist (or hard left group in general) threatening. They tend not to have guns.
