If there was an extremely popular candidate against an extremely unpopular candidate with an extremely unpolarized, malleable electorate, it might happen, though it probably still wouldn't be that likely. States like Massachusetts aren't likely to be carried by a Republican any time soon and states like Utah aren't likely to be carried by a Democrat any time soon.
If someone were to win 100% of the electoral votes rather than just all 50 states, it would have to be a Democrat, because I simply do not believe DC will ever, ever go Republican.
