Will George Washington always be the one and only to get the support of each state's several electors?

Pick the option that best reflects your view.

Fact: no one has ever won 100% of the EV. Also a fact: winning all 50 states wouldn't be 100%, because of that abomination they call DC.

Alright, whoever said Howard Dean would definitely win all 50 states is sadly mistaken.

I don't think anyone will ever get 100% of the EV unless DC's electoral votes are revoked.

I think Guliani could carry New York and New Jersey, though.

Yeah, he has a ridiculous stance. But I'm just saying, a popular candidate from the right state could make things happen...
