Because of Clinton's support of uniforms and drug testing and his failure to stand up to Newt's little dictators.

Yes. That is one of the main reasons why.

Those were some of Clinton's "pro-business" policies that were unpopular.

I actually don't think it is stupid, but why was the locus of the discontent in Appalachia in particular was the thrust of my question.

Because it was least popular in rural areas.
