So right now, it seems like the Democrats will pick up at least 5 seats in the senate. I don't know a tremendous amount about the various house races, but it seems like the Democrats will at least retain a majority in the house.

So if the situation is a stronger Democratic congress but McCain in the White House, what could get done? Immigration reform seems like it could get done, so long as just a few Republicans support it, but of course it wouldn't be of the sort that kicks all illegal immigrants out.

Besides that though, what major policy initiatives could the Democrats get McCain to sign off on? Would  McCain sign a Universal Health Care package? What about any tax increases the Democrats might try for? In the past, McCain has seemed to buy the Democratic line that the wealthiest Americans should be paying more in taxes. Recently he's recanted this line, but that could turn out to just be for the sake of the campaign.

Does McCain care about free trade vs. protectionism much? If the Democrats repealed free trade deals with certain countries, or bigger deals like NAFTA/CAFTA, would McCain veto the changes, or would he accept them?

What else is out there that the Democrats and McCain could agree on?

McCain would definitely work with a Democratic Congress to pass education, immigration and health care reform and he might even work out a compromise on taxes. There is a strong argument that a McCain presidency might actually accomplish more (but in a much more centrist way) on those fronts than an Obama or Clinton presidency. Expect to see something approximating to Romneycare rather than four years of failed wrangling over single payer or Hillarycare.

However, McCain has been a pretty consistent, even passionate, free trader. I would expect him to veto any attempts to repeal NAFTA, CAFTA or US-Peru. In return, he would probably have to accept that his pipe dream of a EUAFTA is DOA (as it probably is anyway). He would obviously stand firm on Iraq, but in contrast to Bush he would probably be able to use the bully pulpit to push the Democrats back once and for all, so Congress wouldn't be tied up as it has been for the last two years.
