I called them and apparently Hillary had astounding organization in the Dominican Republic.  And I'm guessing the woman who answered the phone was a Hillary supporter, because she seemed offended by the implication that the results seemed surprising.

It just seems very odd that there were so many more voters in the Dominican Republic than in China, Russia, Israel, etc.

The thing is, if the numbers were a typo (and Clinton won 66 or 60 votes instead of 606), then Obama may go over two-thirds worldwide and take 3 delegates to Clinton's 1.5. You'd have to do the math, but it would be very close.

Edit: Yes, it does make a difference in delegates. If there were 540 fewer votes cast in the Dominican Republic and thus overall, and all of those votes came from Clinton (which assumes that 606 was a typo for 66), then Obama won 66.9% of the vote worldwide and gains a half-delegate from Clinton.

Unless I'm entirely mistaken, the worldwide percentage of the vote doesn't matter at all.  What matters is the vote in each district (Americas, Asia-Pacific, and Europe-Middle East-Africa).  Since Obama won each of them (quite handily, but not with 83%+), he gets 2 half-delegates to Clinton's 1 in each district.

These 9 half-delegates (Obama 6, Clinton 3) and the 8 PLEO half-delegates (Obama 3, Clinton 2, Uncommitted 3) meet at some point in April, along with the "Democratic Party Committee Abroad" members, who, based on their own preferences, pick the remaining 5 delegates.

But, if it's Obama 6, Clinton 3, then the numbers should still be Obama 3, Clinton 1.5 for overall delegates, not the reported Obama 2.5, Clinton 2.

It's interesting that the voting station in Santo Domingo was open all 7 days.

What's even more interesting is that Clinton did far worse in the internet voting, because almost everywhere else where a significant number of votes were cast, internet numbers were pretty close to the country's total.

I've seen a few comments, though, from a person living in the Dominican Republic, saying that one of the top DA people is in the Dominican Republic, and is a Hillary machine, and apparently got his people out.

Most of the 90%+ are 100% for either Obama or Clinton. In some countries, they're shaded in by the average of the Fax/Mail/Scan and Internet vote.

Oh and... who the hell lives in Somalia and Libya?

Democrats Abroad has corrected their results, apparently an error was made in Barcelona, Spain. Furthermore, apparently the original delegate allocation plan was incorrect. Of the 9 delegates awarded:

the Americas: 2 (Obama 1, Clinton 1)
Asia-Pacific: 1 (Obama 1)
Europa, Middle East, Africa: 6 (Obama 4, Clinton 2)

Obama 6, Clinton 3, each delegate receives half a vote, so the total is:

Obama: 3 delegate votes
Clinton: 1.5 delegate votes

as opposed to 2.5-2. So this change has made it fairer. Smiley

The reason Hillary did well in certain places like Dominican Republican and I think the Philippines (though less so there) is because these are countries where most 'american citizens' there are actually natives who emigrated to the US and then later returned.  They're very different from the typical affluent highly educated american found living abroad in most countries.
