I don't get this term.  Pretty much every President in U.S. history has had to use the military.  He gets into office, he gets crowded with advisors and world problems, he gets talked into using force, and he'll try to sell it to the American people (who will buy into it as part of some patriotic blah blah).

It happens.

He will declare war on all things conservative. That's bad enough for me.

Plus, he won't pull out of Iraq. No President wants Al-Qaeda declaring victory in Iraq, especially when the generals on the ground are saying that Al-Qaeda is on the run.

Troops in Iraq in 2012 = Incumbent president losing. No president wants to lose. The end.

Depends on how many troops are there and what they're doing.  If you have some troops in Kurdistan, who aren't doing much (if any) fighting, I don't see why it would be such a big liability.  Likewise, if there's a small force that's just guarding the border and training Iraqi troops, it's not necessarily a big political problem.

Neither does the military industrial complex, which trumps the president

Presidents come and go, the MIC stays the same

I say we pull all troops out of places where we're not needed...South Korea, Germany, etc. Their economies are arguably better than ours.

Germany I could agree with, but South Korea is a different story.

I agree with Germany, but to pull out of South Korea would be a bad idea.  And stating "your economy is better than ours" as a reason is even worse of an idea.

If you want one of its regular users to explain it to you, you're probably wasting your time.
