the scenario poses the question who would be the nominee in 2004 if Gore won in 2000, that would make 12 years of Democrats.

McCain probably would have been the front-runner, but he may not have chosen to run. A lot would have to do with how Gore was doing. If he was popular, the Republicans might have had a tough time finding someone good who was willing to run. If he was in trouble, there would have been more candidates. But I think that McCain would have serious problems winning the nomination, as he is not conservative enough for many Republicans.
