Rockefeller, for the reasons already given. I actually see it as a bit of an aberration that the man never became President.

Also, Gore. Ran a lacklustre campaign in 2000, woefully underestimated Bush, and made the mistake of distancing himself from Clinton. It's a shame it took him half a decade to finally grow a spine, because if the Gore of today had run then he would've made a formidable candidate. But whatcha gonna do.
