Well, if Gore resigns citing "fundamental differences" then that is a signal that he intends to run for President in 1996.  So Clinton probably looks for someone who is a moderate, young,  preferably Southern, and if they are in Congress from a state with a Dem for Governor (so that the Dems don't lose a seat to a Repub Governor filling the vacated seat with a Repub).

With that criteria in mind, John Breaux comes to mind as Edwin Edwards was still Governor of LA at the time.
