I would say he picks someone more northern and balances him out. Bob Graham isn't really Southern, but from what I've read he's not really much balance. I would think he would go with Harris Wofford. The two were good friends, Wofford was a liberal who supported Clinton, and a Pennsylvanian. An important state to carry. It also might stop Rick Santorum. Tom Ridge had just become Governor, and might've picked someone different to serve in the seat. (I could only hope so in this scenario)

Clinton-Wofford would still beat Dole-Kemp.

If Al Gore runs in 1996, I don't see Bill losing in the primary.
