In June, 1995, Vice President Al Gore resigns due to "fundamental differences with the administration".

Who does President Clinton pick to replace him?

Remember that Clinton would have the 1996 election in mind when choosing a replacement.

If I was Bill Clinton and Al Gore resigned the Vice Presidency, I would choose Senator Bob Graham of Florida to be the new Vice President and ultimately Clinton's running mate in '96. If Graham decided to run for the Nomination in 2000, I reckon he could win and easily take the state of Florida.

Graham sounds like a good pick to me. Clinton would never have picked Bob Kerrey... the two can't stand each other.

Well, if Gore resigns citing "fundamental differences" then that is a signal that he intends to run for President in 1996.  So Clinton probably looks for someone who is a moderate, young,  preferably Southern, and if they are in Congress from a state with a Dem for Governor (so that the Dems don't lose a seat to a Repub Governor filling the vacated seat with a Repub).

With that criteria in mind, John Breaux comes to mind as Edwin Edwards was still Governor of LA at the time.

I would say he picks someone more northern and balances him out. Bob Graham isn't really Southern, but from what I've read he's not really much balance. I would think he would go with Harris Wofford. The two were good friends, Wofford was a liberal who supported Clinton, and a Pennsylvanian. An important state to carry. It also might stop Rick Santorum. Tom Ridge had just become Governor, and might've picked someone different to serve in the seat. (I could only hope so in this scenario)

Clinton-Wofford would still beat Dole-Kemp.

If Al Gore runs in 1996, I don't see Bill losing in the primary.
