There is a need, due to the multitude of partes, I feel for the establishment of 'blocs' to allow for co-operation and the promotion of shared interests, to secure the election of like minded candidates and ensure that legislation is passed.

I would suggest that blocs based on economics (as Atlasian politics seems to be primarily motivated by this at this early stage) would be a good idea with an effectual 'left' bloc and 'right' bloc and a possible centre bloc. The blocs are loose associations, a bit like voting blocs that operate in France, Italy or Poland so that parties don't cancel each other out and let in a common enemy. There is no real discipline or internal organisation, though blocs may nominate a figurehead for a particular position and may set out a common platform at election time.

On sensitive social issues, parties can vote outwith blocs and individuals outwith parties (conscience voting)

I have no problems with this.  The SCP would fit best in a left block or a centre block economically.

No problems, the PC would be either in a moderate right bloc or centrist bloc.

The Social Liberals would really only fit well with a centrist bloc, though they could be persuaded to support non-centrist blocs if concessions are made.
