Why would it ever be immoral for a law abiding citizen to have a concealed weapon?  The very notion that innocent people would be committing an immoral act by insuring their protection is simply an absurd concept.

Nothing is 'immoral'.  

Rapist Alley sounds funny though.  I was just reading a DVD cover over here of a Meryl Streep movie in which Streep  plays a therapist, and the Thai bad-English was 'The rapist Meryl Streep'.  I lol in teh store.

Oh, it is only sold on the street.. kind of surreptitiously.  Presumably it is just a moderate fine if the seller is caught.  However some foreigners have been prosecuted for making porns here.

Maybe because she lives in the area and there isn't really a "safe" way to get there? The number of sexual predators in my neighborhood is certainly higher than average, considering my apartment building gets flyers posted every few months with warnings from the police about the latest rapist or assailant who was in the area. It's also possible she lives in a place like Camden or East St. Louis where it might very well be impossible to go through a "safe" area.

Nobody said the police should neglect the alley - where did you get that idea from?

For BRTD's scenario to work, the alley has to be a.) a well-known waiting spot for rapists and b.) completely devoid of any police.  Otherwise there's no point carrying the handgun.

Okay, but that isn't the setup you gave.  Why not just specify that it's a place known for rapists in general?

And that has nothing to do with the "should" of it, now does it? Perhaps the local police force is undermanned and they don't have the resources to watch the alley constantly. It's just a hypothetical - you can suppose a lot of things.

Depends if she's trained on how to use a handgun...if she's not, she or another innocent person is more likely to come to harm than the gun actually saving her.
If she has firearm training, and the gun is properly licensed and registered, and she has passed psychological tests, then I guess I will have to be ok with it, even though I don't like it.
