He says it near the end of the clip, about 1:30 in.  And he looks terrible here.

If the reason he isn't allowed to drive is cognitive then that means he is unfit to be President. It could be visual or something else, but overall he is far too old to be President as it is and Musk constantly being nearby reinforces the notion that something is wrong.

He's right since presidents aren't allowed to drive on public roads.

I remember back when Obama was President, he was on Kimmel and was asked if he ever drove. Obama responded "I cannot drive" then immediately realized what he said and went to clarify. Clearly, that would not happen here.

I would have assumed that explanation if not for "in a long time".

But he would drive if he could. Rules mean nothing to him and he'd almost certainly drive a Tesla around for attention.

Going as far back as the '80s, the image of Donald Trump in any kind of vehicle was of him sitting in the back of a limo while a chauffeur drives him around the streets of Manhattan.  Nowadays the only vehicles you see him (kind of) operate are golf carts, or while pretending to drive a semi truck like an excited toddler (if he could figure out how to get the cab door open first).

A true everyday man of the people.

Sort of. It's more a Secret Service regulation.

Secret Service drivers are specially trained in how to respond if a vehicle they're in comes under attack, so any vehicle carrying a Secret Service protective target must be driven by a specially trained SS driver. This means that former Presidents and close family are effectively banned from driving for the rest of their life. However...one can waive SS protection. Nixon did. I don't know if he drove after that, but he legally could as long as he maintained a license, etc.

I don't think a sitting President can waive SS protection though so he's kind of right here. And Trump probably has driven himself in decades.

After his rise to prominence, I was skeptical if he could drive at all (but didn't wish to keep repeating baseless criticism against him - there's an abundance of well-documented reasons to despise Donald Trump), and I stumbled across the following video, posted by Melania on Facebook a decade ago, as evidence that he can, in fact, drive:

To be fair, Presidents aren't allowed to drive, and would you really want his senile ass on the road?

Isn't there a random clip out there of Trump (before he was president) driving with Melania and Barron in the backseat with Taylor Swift's "Blank Space" playing on the radio? Peak 2010s

Even technically? I know that at least the Secret Service can't restrict the prez do he anything. If he decides to walk down the Constitution Avenue and go to McDonalds, they somehow need to deal with the situation.

They just make them sign a waiver so that the SS isn't liable.   Colin Powell signed one back in the Bush days.   I don't think there's ever a case of a sitting President signing one though.
