The only way to reach a savings goal of $880 billion in healthcare spending over the next decade is through cuts to Medicaid or CHIP, according to a new report from the Congressional Budget Office. [...] The [Energy & Commerce Committee]’s budget without Medicaid or CHIP spending totals $381 billion. Of that, more than half is already paid for through revenue collection programs and other fees, leaving $135 billion in maximum potential savings. While Medicare was excluded from the analysis because multiple congressional committees oversee the program, the CBO told Becker's that the savings goal is unlikely to be met without also reducing Medicare funding as well.

If all the cuts were focused on Medicaid, this would mean cutting its budget by 10.7% over the ten-year forecast horizon. I don't have enough knowledge or experience to say where exactly you're going to cut them; most Congressional Republicans (and, I assume, Trump himself) think that work requirements are an attractive option, but I have genuinely no idea what the financial outlook on mandating those across the board would look like.
