I think that more competitive primaries would help to
1 Help to retire some of the older congressmembers
2 Reduce mediocrity on safe seat holders.
3 Give the idea of a 'big tent party'.
4 Energize those who feel alineated by party leadership.

More spending and potential increased factionalism could be the secundary effects.
